Mainly, the image's 'alien' has a small but rather sharply defined, bladelike nose. The 'Arquillian' alien has more of a pug nose. Also, the image's cheeks are much less pronounced and it's neck is quite ropy. It's probably from a movie somewhere but I don't think it's an Arquillian.
